The programme supports innovative projects spanning from traditional categories and sectors to new, different, broader or more complex issues and challenges. The Nordplus Horizontal promotes outward looking cooperation with the countries beyond the Nordic and Baltic region. The programme targets all individuals, institutions and organisations which have education and life long learning as their main objective.

- Workshops
- Experience exchange seminars
- Conferences
- Studies and analyses
- Statistics’ projects
- Projects aiming to exploit the results of research done in the area of education
- Production of innovative language learning, teaching and translation materials or similar materials in other subject areas
- Creation of innovative course modules using new learning and teaching platforms
- Dissemination, distribution and exchange of results and experiences in education.

- Cross-sectoral cooperation within the areas and themes given priority in the 3 sectoral sub-programmes
- Cross-sectoral cooperation for quality and innovation in the educational systems in a perspective of life long learning
- Cross-sectoral cooperation on teacher education and pedagogical methods that may involve schools, institutions and organisations for adult learning, higher education and research as well as enterprises.
